    Election Integrity Project Action, Inc.
    Outreach to broader range of organizations and supporters.

    Santa Clarita, CA (May 7, 2021). – Election Integrity Project®California, Inc. (EIPCa) has launched an affiliate, Election Integrity Project®Action, Inc. (EIPAction), to broaden its outreach in support of its nonpartisan mission of election integrity. EIPAction is a nonprofit public benefit corporation, incorporated in Wyoming last month. Under Internal Revenue Code section 501(c)(4), EIPAction is distinct from a 501(c)(3) charity, and therefore has more flexibility in its activities, such as more extensive lobbying, and less disclosure of donors.

    EIPCa is a nonpartisan, nonprofit public benefit corporation, tax exempt under Internal Revenue Code section 501(c)(3), that works to ensure every lawfully cast vote is accurately counted. As a nonpartisan organization, EIPCa does not participate in any political campaign, nor does it endorse any candidate for public office.

    For 10 years, EIPCa has trained over 13,000 nonpartisan volunteer observers, while fielding only 5 complaints from election officials. This year, EIPCa is preparing to train thousands more observers for the likely gubernatorial recall election. The plan is to deploy online training platform, similar to what colleges use.
    EIPCa has researched CA county and state voter rolls and documented massive numbers of ineligible voters. EIPCa’s latest voter registration data analysis has identified persons who appear to be registered in both California and another state (such as Nevada and Washington State), and in some instances apparently voted in both states last November.
    In January 2021, along with 13 co-plaintiffs who are Congressional candidates, EIPCa launched groundbreaking Federal litigation to challenge California’s election laws root-and-branch. Defendants include state officials and 13 County Registrars of Voters (both Democrats and Republicans.) A key goal is an audit of the 2020 election to document issues with mail ballots, voter rolls and voting machines, in order to precipitate an overhaul of election procedure.     EIPAction is intended to bolster, not duplicate, ongoing efforts for election integrity. The affiliation between EIPCa and EIPAction will facilitate cooperation with additional organizations and supporters.

    Like EIPCa, EIPAction gives priority to California, precisely because most Beltway-based election activists ignore California’s critical election integrity issues. EIPCa’s efforts in nearby states, such as Nevada and Arizona, are also within the scope of EIPAction.

    This type of “Action” affiliate is often established by charities to utilize Internal Revenue Code section 501(c)(4). For example, American Cancer Society, a 501(c)(3) charity, is affiliated with American Cancer Society Cancer Action Network, a 501(c)(4) advocacy organization.

    Donations to EIPAction, because it is a 501(c)(4) corporation, are not a charitable contribution, and are not tax-deductible. Accordingly, such general-purpose donations are not reported to the Internal Revenue Service along with its annual IRS Form 990 tax return.

    EIPAction is intended to complement, not detract from, the nonpartisan mission and commitment of EIPCa. Specifically, the Articles of Incorporation of EIPAction prohibit it from engaging in political campaign advocacy or “electioneering” that would require reporting of specific earmarked donations and expenditures to the IRS and/or the Federal Election Commission.
