Four Month Investigation Concludes with Arrest of Simi Valley Suspect for Santa Rosa Mail Theft

Ventura County Sheriff – Incident Press Release

On April 29th, 2021, detectives from the Moorpark Sheriff’s Station arrested a suspect for felony evading, mail theft, and drug charges in the city of Simi Valley.

The case began in late December 2020, when patrol deputies from the Moorpark Sheriff’s Station responded to several residences in the Santa Rosa Valley area of Ventura County, regarding reports of mail theft. The case was assumed by detectives from the Moorpark Investigations Bureau and an investigation was opened. Over the ensuing weeks, two additional incidents of mail theft occurred with detectives only being able to identify the suspect as a white male in his forty’s, driving an older, black Jaguar sedan.

During the early morning hours of February 17th, 2021, detectives from the Moorpark Investigations Bureau were working a special enforcement detail when they received a call of a mail theft in progress by a suspect driving a black Jaguar. Detectives responded to the area within moments and attempted to conduct an enforcement stop on the Jaguar.  However, the vehicle failed to yield, and a pursuit ensued. The Jaguar led deputies on a pursuit from the Santa Rosa Valley to the Oxnard plains with speeds exceeding 120 mph. Because of the extreme danger to the public posed by the fleeing vehicle, deputies terminated the pursuit in the area of Lewis Road, just south of the Camarillo city limits.

Later that morning, detectives were notified by officers from the California State University Channel Islands Police Department that they had located the Jaguar, which had been wrecked and abandoned, in a construction site just north of the University Campus. Detectives responded to the scene and processed the area, locating several pieces of mail that had been stolen from residences in the Santa Rosa Valley earlier that morning. Detectives also located several pieces of evidence that helped establish the identity of the driver. Detectives continued their investigation using a variety of investigative methods and eventually identified the driver as Mason Michael Webb of Newbury Park. Over the next several days, detectives attempted to locate and arrest Webb for the mail theft and subsequent vehicle pursuit but were unsuccessful. During this time, detectives received information that Webb had fled the area, possibly to the state of Texas.

On April 28th, 2021, detectives from the Thousand Oaks Directed Enforcement Unit learned that Webb had been arrested by a Los Angeles area police department and shared that information with Moorpark detectives. Detectives continued their investigation and learned that Webb had been arrested for a minor weapons violation while driving in the San Fernando Valley and released on a promise to appear in court at a later date. Based on that information, detectives utilized additional investigative techniques and on April 29th, 2021, at about 1:40 pm, located Webb in the city of Simi Valley, in the area of Tapo Canyon Road and Walnut Avenue. Detectives conducted a coordinated vehicle stop on Webb and arrested him without incident. Detectives conducted a search of Webb’s vehicle incident to his arrest and located a small quantity of illicit narcotics and drug paraphernalia.

Webb was booked in the Ventura County Main Jail and faces charges of mail theft, felony vehicle pursuit, driving while under the influence of drugs, possession of dangerous drugs and possession of drug paraphernalia.  His bail is currently set at $250,000.00.
