DAV supports S. 3089, the Build, Utilize, Invest, Lease, and Deliver (or BUILD) for Veterans Act of 2019, a bipartisan bill designed to streamline processes to build, lease and modernize health care facilities for veterans, in accordance with DAV Resolution 091, which supports modernizing Department of Veterans Affairs (VA) health care infrastructure.
Modern and well-designed facilities allow clinical staff to work more efficiently. Quality of care can be affected by poorly designed medical facilities that don’t allow good patient flow, comply with environmental care standards, utilize barrier-free design or enable staff to monitor patients easily. Yet, the appropriations process often impedes VA from responding as quickly as necessary to improve and modernize its health care facilities. The BUILD for Veterans Act would redefine approval processes for major medical care leases; ease restrictions on enhanced-use lease projects that will benefit veterans; and require qualified and dedicated facility planning staff at each facility to use expedited processes to respond more quickly to veterans’ needs. These provisions will allow VA medical centers to respond to the changing needs of veterans and health care delivery. “Veterans who turn to the VA to meet their health care needs should expect that its facilities have been designed and equipped to provide state-of-the-art care,” said Randy Reese, DAV Washington Executive Director. “However, statutory barriers and VA’s own internal processes have hindered the department’s ability to quickly deliver modern health care facilities for America’s veterans. The BUILD for Veterans Act will help cut the red tape involved in modernizing VA’s health care facilities and help ensure veterans receive timely, high-quality health care.
