    Narrative:

    Thousand Oaks Patrol Deputies locate and arrest, Robert Burn for attempting to set fire to two subjects in a transient encampment near the Oaks Mall.

    On November 16, 2021, Thousand Oaks Deputies responded to assist the fire department with a brush fire in a ravine between the 101 Freeway and the Oaks Mall. Upon arrival, deputies learned Michael Webb and Francisco Osete were inside a tent at the location. Burn arrived and threw a flammable substance into the tent before lighting it on fire. Webb and Osete were able to get out of the tent but suffered injuries, including burns. Fire personnel arrived and extinguished the fire. Burn fled the area on foot before deputies arrived.

    Detectives with the East County Major Crimes Unit, Thousand Oaks Special Enforcement Unit, and Thousand Oaks Directed Enforcement Unit arrived to assist in the search and investigation; however, Burn was not located.

    The Ventura County Sheriff’s Office of Emergency Services was contacted to assist with locating services for Osete and Webb. Through their efforts, the Ventura County Human Services Agency provided housing, food, and clothing. Additional services will be provided through our community partners.

    On November 17, 2021, at 8:00 a.m., a patrol deputy observed Burn walking east on Hillcrest Drive. Burn was contacted in the 300 block of Moorpark Road and taken into custody without incident.

    Burn was transported to the Pre-Trial Detention Facility and booked for two counts of attempted murder. Burn’s bail was set at $500,000.
